A neighborhood library introduced a rule requiring group activities to end before six. Some visitors welcomed the quieter evenings. Others complained that people who worked during the day had lost their only chance to join. Both groups described their position as fair, but they were protecting different interests.
Instead of asking which group was right, the library listed the goals behind the rule: provide a quiet place to read and make community activities accessible. Staff then looked for arrangements that could support both. They moved small evening groups to a separate room and kept the main reading area quiet.
The solution was imperfect. The separate room had limited space, and some events still had to move to weekends. However, discussing the goals made the tradeoffs visible. A rule can serve more than one purpose, and a complaint may reveal a purpose that has been overlooked. Before defending a rule or removing it entirely, it helps to ask what it is meant to protect and who bears its costs.
