A neighborhood service center introduced a ticket system that directed short requests to a separate desk. Average waiting time fell, and the manager described the trial as a success. Yet several visitors with complicated requests said the experience had become worse. They were being moved between desks while simpler cases passed through quickly.
The team initially treated these complaints as exceptions. Then a staff member compared waiting times by request type rather than looking only at the overall average. The new system had improved service for the largest group while increasing delays for a smaller one. Some of those visitors had also waited twice: once for initial screening and again after being redirected.
The center kept the express desk but assigned one experienced employee to handle complex requests from beginning to end. In the next review, the team tracked repeat waits and unresolved cases alongside the average. The lesson was not that faster service was undesirable. It was that an improvement measured across everyone could conceal a serious cost concentrated on a few.
